Kazakhstan’s parliamentarians proposed to abandon the term “oralman”. MPs propose to replace it with the words “bauyrlas” and “otandas”, which mean “brother” and “compatriot”. It is also proposed to reduce the time for obtaining Kazakhstan citizenship and permanent residence of repatriates up to three months. The expert of the Institute of World Economics and Politics under the Foundation of the First President, Candidate of Historical Sciences Askar Nursha spoke about this initiative in the interview for the portal ORTCOM.KZ.
“Oralman” literally means “repatriate”, which translates from Latin as “a person who returns to homeland”. Neighboring Kyrgyzstan has a similar program, and the term in relation to repatriates “kairylman”. The term “oralman”, as “repatriate” has strictly functional meaning. Instead of “oralman”, it is proposed to introduce “otandastar”, i.e. compatriots,” says the expert.
However, the speaker noted that all Kazakhstan citizens are compatriots, and calling compatriots only those who return - it's a big question.
“On the other hand, the Russian program involves the return to homeland not only Russians, but also citizens of the former Soviet republics. That is, the program is much broader in scope than the Kazakh program. If there is political support for the proposals of MPs, then, eventually, may be changed the term “oralmans”, emphasized Askar Nursha.
According to his speech, the old term has become entrenched among the population, and it will be used for a long time.
“Objectively, getting citizenship, they legally cease to be “oralmans”. Their grievance is largely connected not with the term but, in their opinion, to the fact that not everywhere they are satisfied with the conditions of placement. It can be renamed many times, but the problem will remain. It is necessary to treat oralmans as compatriots. Therefore, the emphasis needs to be done, first of all, on improving the conditions of placement and the program of adaptation of repatriate into society,” concluded the Expert of the Institute of World Economics and Politics under the Foundation of the First President.
