Proclamation of the land, its subsoil, waters, flora and fauna, and other natural resources is the property of the people. On behalf of the people, the right to property is exercised by the state. This finally puts an end to the question of who owns these resources. This norm was explained on the sidelines of the CCS by the Vice Minister of Justice, Alma Mukanova.

“State institutions only manage these resources on behalf of the people. It should be borne in mind that in no case does this affect the regime of private ownership of land, that is, land that is in private ownership will continue to be in private ownership. Also, I want to note that there is a similar regime, an idea, in the Constitution regarding power. Power, according to the Constitution, belongs to the people. However, the people exercise their power through state institutions,” the lawyer said.

There are also restrictions associated with the tenure of certain persons.

“Thus, it is proposed to ban the Chairpersons and judges of the Constitutional Court, the Supreme Court and other courts, the Chairperson and members of the Central Election Commission, the Supreme Audit Chamber from being a member of a political party, trade unions, speaking in support of any party,” Mukanova emphasized.

In addition, the death penalty has been abolished. A Supreme Audit Chamber is to be created, which will report to the Mazhilis, twice a year, on the implementation of the republican budget, as well as strengthening human rights institutions.
