Statistics showed that almost 80% of crimes in the field of public procurement are associated with theft of budget funds and bribery when signing fictitious acts of work performed and determining the winner of the procurement. According to Ulan Sarkulov, Deputy Chairman of the Anti-Corruption Agency of the Republic of Kazakhstan, such facts are mainly committed in the field of construction, healthcare, education and culture.

“For example, in the Kyzylorda region, the Head of the Department of Culture, Abuova, was convicted in 2021, who received a bribe in the amount of 1 million tenge for the unimpeded transfer of funds for the construction of the monument to Zhalantos Bahadur. This year, Balykbaev, deputy akim of the Borodulikha district of the East Kazakhstan region, was sentenced to 3 years in prison. He received a 10% "kickback" from the entrepreneur in the amount of 1.8 million tenge for the conclusion of public procurement contracts for the repair of roads and culverts. Last year, the Agency exposed the Deputy akim of the Atyrau region Khamenova, who is suspected of taking a bribe in the amount of 4.5 million tenge for concluding an agreement on the manufacture and installation of a monument to Abai Kunanbayev in Atyrau in the amount of 145 million tenge. The investigation is completed, familiarization is underway. And there are many such examples,” summed up the representative of the anti-corruption department.
