Fair and honest "rules of the game". What are we voting for in a referendum?

“My main priority as President has always been and will be the implementation of the reforms demanded by the people ... The political transformation is aimed at creating honest and fair “rules of the game”, eradicating favoritism and monopolies in all spheres of life.” This is a quote from the Address of the Head of State. The same attitudes are reflected in the constitutional amendments submitted to the republican referendum. Such a parallel was drawn at an expert meeting in the CCS by the Rector of the Academy of Justice under the Supreme Court, a member of the working group on the preparation of proposals for amendments and additions to the Constitution of the Republic of Kazakhstan, Zauresh Baimoldina.

According to her, these are the prerequisites for moving away from the super-presidential form of government to the presidential republic, respectively, the parliament is being strengthened.

“Functions such as strengthening control over the execution of the republican budget, first of all, strengthening the role of the lower house in the legislative process, are being transferred, the powers of the population are expanding to elect the deputies, that is, the composition of the Mazhilis of the Parliament. The second direction is vested with additional powers of the Mazhilis of the Parliament to control the activities of the government. This is manifested in the norm "the exclusive right of the Mazhilis to hear the report of the chairman of the Supreme Audit Chamber twice a year." The third direction is the creation of new institutions and the strengthening of mechanisms aimed at ensuring the protection of the rights and freedoms of citizens,” the speaker explained.
