In 2021, the Ministry of Health conducted a large-scale inventory of equipment in healthcare organizations. The level of equipment was 83%, equipment wear was about 49%. There are also problems with the local procurement mechanism for medical equipment. That is, these procedures are carried out on paper, there is a variation in prices for the purchase of similar equipment. Therefore, in accordance with the instructions of the President of the Republic of Kazakhstan, work is underway to switch to a centralized purchase of medical equipment through LLP “SK-Pharmacy” . The work will be carried out in two stages. Director of the Department of Drug Policy Bauyrzhan Dzhusipov spoke about the timing and methods of its implementation, reporting at the site of the CCS.

The first stage is the centralization of the purchase of medical equipment over 20 million tenge on the basis of SK-Pharmacy, the second stage is the development of domestic production in general, the conclusion of life cycle contracts and long-term contracts in order to have constant access to innovative equipment and timely updates.

“This year we are starting the first stage. We set ourselves several key decisions: the first is the automation of procurement processes, the second is the unification of the parameters of medical equipment so that the models of the purchased medical equipment correspond not only to one manufacturer, but there is access to competitive manufacturers of good innovative medical equipment at an affordable price, the third question is monitoring the delivery of further service and the efficiency of medical equipment. Processes for the development and approval of regulatory legal acts have begun, and relevant government decrees have been adopted. A certain module was developed that allows you to carry out the purchase in an automated mode. According to the second model, the relevant regulatory legal acts will soon be adopted. That is, when developing a technical specification, the characteristics of medical equipment will correspond to at least two models,” the speaker noted.

In the future, in this area, they plan to develop a program to equip the healthcare organization for 5 years and determine the need for a long-term period.
