Experts discussed prospects for digital trading of the EAEU

A discussion of the draft Recommendations for the development of digital (Internet) trade of the EAEU and the Roadmap for the development of digital trade of the EAEU for 2019-2021 was held at the site of the Eurasian Economic Commission.

Representatives of all countries of the Union (Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia) noted a high degree of document processing. At the same time, both on the part of government agencies and on the part of business, there were comments that were required to be eliminated.

Thus, Vladimir Basko, Chairman of the EAEU Business Council Committee on the Digital Agenda, noted that before the countries of the Union can implement the points of the Roadmap in question, it is necessary to bring together the informatization policies.

It is also fundamentally important to provide not only a set of measures for the export of manufactured products, but also the containment of imports.

The Deputy Chairman of the Board of NPP Atameken, Yulia Yakupbaeva, expressed the opinion of the Kazakhstan business community. “According to the business, a sufficient number of the Roadmap proposed for the implementation of measures is a hidden regulation. For example, the requirement for SMEs to create online storefronts with a description of their products. Requirement to trade and Internet sites for placement of a certain percentage of goods of Eurasian manufacturers. Development of general regulations for the regulation of payment services, etc. ”

The need to exclude or rework wording on costly business standards was supported by representatives of entrepreneurship of all countries.

Deputy Chairman Atameken also noted that “the document contains many terms that are not found in national legislation - aggregated data, Eurasian goods, elite purchaser, partner of the EAEU, etc. Regarding all these terms, regulations are again introduced, which carries an additional burden on business and government agencies of countries. Also a problem is the different structure of directories that are proposed for implementation on various ECE digital projects. For example, the Handbook of goods should be conducted in at least 3 projects (digital traceability, digital promotional operation and digital trading), but its structure in each project is different. ”

Representatives of the Russian Chamber of Commerce and Industry supported the proposal of Atameken Research Chamber on the need to exclude items on the regulation of aggregated data and the development of a unified directory structure. Concern was also expressed regarding the substantial simplification of access to personal data, which is not consistent with global trends.

The national (Central) banks of the three countries - the Republic of Belarus, the Republic of Kazakhstan and the Kyrgyz Republic strongly recommended to exclude from the Roadmap the points concerning the creation of a single payment service and the Eurasian financial platform. The main reasons are differences in legal requirements, countries' currency regulation.

Another important message that sounded from both business representatives and government representatives - the state and the EEC should not be participants in processes and electronic trading platforms. Everything should be as marketable as possible.
