The parties discussed, in detail, the prospects for further development of the strategic partnership between Kazakhstan and Turkey. Much attention was paid to strengthening trade, economic, investment, cultural and humanitarian cooperation.

The leaders of the two states also exchanged views on topical issues of the international and regional agenda and cooperation within international organizations.

Kassym-Jomart Tokayev expressed his gratitude to the President of Turkey for the warm welcome. The President of Kazakhstan stressed that he feels in the fraternal Turkish land, the same way he does in his homeland, and we perceive Turkey as a second home.

– Today, Turkey has achieved significant success in political, socio-economic, cultural and humanitarian development. Thanks to its activity and determination in addressing issues of regional and global importance, Turkey has taken a worthy place on the world stage. In this regard, I wish you, dear Mr. Erdogan, well-being and success in implementing plans to build a strong Turkey. For Kazakhstan, Turkey is one of the most important and reliable partners on the Eurasian continent. Relations between our countries and peoples, based on common history and spiritual heritage, continue to develop and reach the level of strategic partnership. Your sincere friendship and fraternal attitude is best characterized by Kazakh wisdom: “Friendship is greater than wealth, but there is no wealth that would be greater than friendship,” the Head of State said.

Recalling the 30th anniversary of the establishment of diplomatic relations between our countries, the President of Kazakhstan stressed that today, Turkey has become one of the leading trade partners of our country.

Kassym-Jomart Tokayev dwelled on the dynamic development of relations between Kazakhstan and Turkey, based on unshakable friendship, brotherhood and strategic cooperation.

- Turkey is among the top five trading partners of Kazakhstan. Mutual trade between our countries is growing every year. In 2021, it exceeded $5 billion. Without slowing down these paces, we must bring it up to $10 billion. Turkey is also one of our top 10 investors. It has invested more than $4 billion in the Kazakh economy. Kazakhstan has invested more than $1 billion in the Turkish economy. Over the past two years, 16 investment projects have been implemented in Kazakhstan. Our country has great potential for the development of such areas as green economy, IT technologies, space activities, and industrial production. I invite you to work together in these areas. We are ready to support all initiatives of Turkish investors and create favorable conditions for them. Tomorrow, I will hold a meeting with the largest Turkish investors, where we will discuss ways to develop investment cooperation. As a result of the meeting, a number of commercial agreements worth one billion dollars will be signed, Kassym-Jomart Tokayev said.

The Turkish leader announced his readiness to take relations between the two countries to a new level and expressed his support for reforms in Kazakhstan.

– We are bringing our interaction to the level of an expanded strategic partnership. Turkey and Kazakhstan are two fraternal countries that have strong ties based on common history, language, religion and culture. The Turkish people attach great importance to peace and stability in Kazakhstan. Your enthusiasm and determination in building New Kazakhstan deserve great respect. I express support for your large-scale reforms in the country,” said Recep Tayyip Erdogan.

During the talks, issues of implementing joint investment projects in the manufacturing and processing industries, construction and the agro-industrial complex were discussed in detail. They also discussed strengthening the transport and transit partnership and better use of the potential of the Trans-Caspian International Transport Route. Along with this, attention was paid to cooperation in the field of digitalization, advanced technologies, tourism and education. A proposal was made to open branches of the largest technical universities in Turkey in Kazakhstan.

According to the heads of the two states, the results of the talks open up prospects for bringing the multifaceted relations between the two countries to the level of an expanded strategic partnership.

Following the talks, the President of the Republic of Kazakhstan Kassym-Jomart Tokayev and the President of the Republic of Turkey Recep Tayyip Erdogan signed a Joint Statement on an expanded strategic partnership.

 

In addition, the following documents were signed by members of official delegations in the presence of the heads of state:

1. Protocol on cooperation between the Ministry of Culture and Sports of the Republic of Kazakhstan and the State Archives Department under the President of the Republic of Turkey.

2. Memorandum on cooperation in the field of mass media between the Ministry of Information and Social Development of the Republic of Kazakhstan and the Communications Department under the Office of the President of the Republic of Turkey.

3. Agreement between the Government of the Republic of Kazakhstan and the Government of the Republic of Turkey on international combined transportation of goods.

4. Terms of Reference for the Agreement on Trade in Services between the Republic of Kazakhstan and the Republic of Turkey.

5. Agreement between the Government of the Republic of Kazakhstan and the Government of the Republic of Turkey on the organization of information exchange and simplification of customs control procedures.

6. Memorandum of cooperation in the field of forestry between the Committee for Forestry and Wildlife of the Ministry of Ecology, Geology and Natural Resources of the Republic of Kazakhstan and the Main Department of Forestry of the Ministry of Agriculture and Forestry of the Republic of Turkey.

7. Agreement between the Government of the Republic of Kazakhstan and the Government of the Republic of Turkey on cooperation in the field of quarantine and plant protection.

8. Memorandum of cooperation in the field of information technology between the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan and the Ministry of Industry and Technology of the Republic of Turkey.

9. Protocol between the Government of the Republic of Kazakhstan and the Government of the Republic of Turkey on cooperation in the field of military intelligence.

10. Protocol between the Government of the Republic of Kazakhstan and the Government of the Republic of Turkey on cooperation in the field of military archives, military history, museology and military publications.

11. Agreement between the Government of the Republic of Kazakhstan and the Government of the Republic of Turkey on cooperation in the field of education.

12. Memorandum of Understanding between the Ministry of Culture and Sports of the Republic of Kazakhstan and the Ministry of Culture and Tourism of the Republic of Turkey in the field of cinematography.

13. Memorandum of Understanding between the Ministry of Information and Social Development of the Republic of Kazakhstan and the Ministry of Youth and Sports of the Republic of Turkey in the field of youth policy.

14. Memorandum of Understanding on cooperation in the field of environmental protection between the Ministry of Ecology, Geology and Natural Resources of the Republic of Kazakhstan and the Ministry of Environment, Urban Development and Climate Change of the Republic of Turkey.
