Askar Umarov was born in 1976 in Almaty.

He graduated from Turan University.

Career

In 1997-1998 — leading specialist in the sector of socio-economic problems of the Republican Scientific Center for Cultural Problems.

In 1998-1999 - marketing specialist in Small Business of Kazakhstan magazine.

In 2001-2005 — correspondent of RG "News of the Week" LLP.

In 2005-2006 - Editor-in-Chief of Almaty Bureau of  Directorate of Information and Analytical Programs of the branch of JSC RTRC Kazakhstan - RTC Astana.

Over the years, he held senior positions in private organizations.

In 2008-2010 — Director, Deputy General Director of Nur-Media LLP. 

In 2011-2013 - Vice-President of NJSC "Turkic Academy".

2014 — Managing Director of JSC NC Astana EXPO-2017.

In 2016-2017 - President of the Public Foundation.

In 2017-2020 - General Director of MIA Kazinform LLP.

From January 2020 to August 18, 2021 — Chairman of the Management Board of JSC MIA Kazinform. 

From August 19, 2021 to January 11, 2022 — Vice Minister of Information and Public Development of the Republic of Kazakhstan. 

From January 11, 2022 to September 2, 2022 – Minister of Information and Public Development of the Republic of Kazakhstan.

On September 02, 2022, by the decree of the Head of State, he was appointed as Director of the Republican State Institution "Central Communications Service" under the President of the Republic of Kazakhstan.
