According to the results of the World Bank's DoingBusiness rating, released on October 31, 2018, Kazakhstan ranked 28th among 190 countries, having increased its rating by 36 points over the past 11 years. Vice-Minister of National Economy of the Republic of Kazakhstan, Serik Zhumangarin, talked about how the rating indicators showed growth in Kazakhstan and where the country’s recession occurred.
The World Bank's DoingBusiness rating is one of the recognized world rankings. An analysis of Kazakhstan’s position in the Doing Business ranking showed that this country entered the top 30 countries of the world in terms of ease of doing business, as noted in the Doing Business 2019: Training and Reforms report.
According to the results of the World Bank's Doing Business 2019 rating, published on October 31, 2018, our country ranked 28th, having increased its rating by 8 points compared to last year.
The World Bank has noted Kazakhstan among the countries that have implemented regulatory reforms in the context of more than three indicators of ease of doing business in 2017-2018. Kazakhstan is ahead of such OECD countries as Spain (30th place), France (32), Poland (33), Portugal (34), Switzerland (38), Japan (39), Turkey (43). The presented rating results showed that Kazakhstan has climbed up 6 of the 10 main areas. Among the countries of the Eurasian Economic Union, Kazakhstan is in the lead, with Russia (31), Belarus (37), Armenia (41) and Kyrgyzstan (70) ranked lower by rating.
For the remaining three indicators, the positions of the republic decreased: by one position on the indicator “Registration of property” - 18th place, by 6 positions on the “Taxation” indicator - 56th place, by 6 positions on the indicator “Connection to the power supply system” - 76th place.
A year earlier, Kazakhstan occupied the 36th position in the DoingBusiness rating. The Government’s implementation of a number of unprecedented cardinal reforms to improve the business climate in Kazakhstan from 2014 to 2018 is the result of Kazakhstan’s joining the TOP 30 countries in the world DoingBusiness rating for ease of doing business. Systematic work is being done by the Government to reform the current legislation, improve the licensing system, simplify business creation procedures, streamline state control and supervision activities, improve the business climate in the country and Kazakhstan’s position in international ratings.
The following laws were adopted: July 2, 2014 on issues of improving public administration; December 29, 2014, on cardinal measures to improve conditions for business activities in the Republic of Kazakhstan; April 22, 2015 on the limitation of state participation in business activities; March 29, 2016 on the reduction of permits and simplification of authorization procedures; February 27, 2017 on the improvement of civil, banking legislation and the improvement of conditions for business activities; May 24, 2018 on the improvement of business regulation.
All in all, Kazakhstan was evaluated on 10 basic indicators. Of the 10 basic indicators, Kazakhstan has improved its position on 6 indicators. According to the indicator “Protecting Minority Investors”, Kazakhstan has been recognized as the world leader for the second year in a row. Kazakhstan showed a significant increase in the indicators “International Trade” (+21), “Obtaining loans” (+17), “Obtaining a construction permit” (+17), “Opening enterprises” (+5), “Ensuring the execution of contracts” ( +2) and "Insolvency Resolution" (+2).
In general, experts of the World Bank mark the reforms of the Government in the following areas: “Opening of enterprises” (1 reform) - Kazakhstan has simplified the conditions for doing business, reducing the time required to register the value-added tax.
“International Trade” (2 reforms) - Kazakhstan has simplified international trade through the introduction of the electronic system of the customs declaration ASTANA-1 IP, and the reduction of customs administrative fees.
“Enforcement of Contracts” (2 reforms) - Kazakhstan has simplified the enforcement of contracts by making court decisions presented at all levels in commercial cases publicly available, and publishing reports on evaluating the performance of local commercial courts.
At the same time, such indicators as “Taxation” (-6), “Connection to the power supply system” (-6) and “Registration of property” (-1) show a decrease in positions.
“Property registration” - Kazakhstan increased its distance from the front line by 0.01 points compared to Doing Business 2018, while other parameters (number of procedures, time and cost of registration) did not change.
“Taxation” - Kazakhstan has increased its distance from the front line by 0.19 points compared to Doing Business 2018. In addition, the World Bank has noted an increase in the time for paying taxes.
