The housing and utilities information system will be created to provide control from the owners of the premises over the management body of the condominium facilities, reports ortcom.kz.

In order to reform the sphere of housing and communal services, the Ministry of Investment and Development of the Republic of Kazakhstan developed a draft law “On introducing amendments and addenda to some legislative acts of the Republic of Kazakhstan on housing and communal services”.

"The bill provides for the creation of an information system for housing and communal services to ensure control by the owners of premises over the management body of condominiums and improve interaction between owners, management companies, service organizations and akimats," said Vice Minister Kairbek Uskenbayev at the press service on improvement of legislation in the field of housing and communal services.

According to the vice-minister, in 2018 a pilot project is being implemented in each region of Kazakhstan, to participate in which 190 MZhD, 28 KSK and 51 CEM in the country have already been selected.

“The information system will allow residents to participate in managing the house 24/7 online, ensuring transparency of house management by coordinating the costs of maintaining the house and monitoring the movement of funds in the management company’s accounts. Residents will be able to exercise real-time billing control, bypassing the participation of third parties, ”explained Kairbek Uskenbaev.

The developers of the bill are confident that the functions of the EIS ZhF and housing and public utilities will improve the quality of services of management companies and become a “single window” for each resident in the housing sector.
