In order to reform the sphere of housing and communal services, the Ministry of Investment and Development of the Republic of Kazakhstan developed a draft law “On introducing amendments and addenda to some legislative acts of the Republic of Kazakhstan on housing and communal services”.
Kairbek Uskenbaev, Vice-Minister for Investments and Development of Kazakhstan, spoke about this during a press conference at the CCS.
“The draft law provides for amendments to 3 of the Code and 12 laws of the Republic of Kazakhstan,” he said.
As the Vice-Minister informed, a working group of 55 people was created by order of the Ministry to develop the draft law, which included representatives of all subjects of housing legal relations - tenants, business community, experts of the institute of legislation, NPP Atameken, UNDP in the Republic of Kazakhstan, independent associations: owners of apartments and premises, subjects of service and energy service management, the Republican Association of KSK and premises, Associations: financiers of Kazakhstan, high-tech, energy efficiency s and innovative companies, and others.
“According to the data of local executive bodies, the total number of MZ (multi-dwelling houses) is 78,657 units, of which 53,089 houses are in satisfactory condition. The number of houses requiring major repairs is 20,437 units. 2,176 houses are in disrepair, ”he said.
At the expense of funds allocated from the republican budget, 2,669 houses or 3.4% will be repaired under the Program for the Development of Regions up to 2020, at the expense of returnable funds - 489 houses or 3%.
