The Ministry of Investment and Development of the Republic of Kazakhstan has developed a draft law “On introducing amendments and addenda to some legislative acts of the Republic of Kazakhstan on housing and communal services”, the ortcom.kz reports.

“The main proposal of the draft law is to manage a multi-family residential house to create a new form“ association of property owners ”, which will work according to the principle“ one house - one association of owners - one account ”, said Vice-Minister Kairbek Uskenbayev in the Central Communications Service conference on the improvement of legislation in the field of housing and communal services.

According to the vice-minister, the new bill provides that the owner of non-residential premises is obliged to participate in all general expenses relating to the maintenance of common property.

Representatives of all subjects of housing legal relations - tenants, business community, experts of the institute of legislation, NPP "Atameken", UNDP in the Republic of Kazakhstan, independent associations: owners of apartments and premises, subjects of service management and energy service, Republican association KSK and premises Associations: financiers of Kazakhstan, high-tech, energy-efficient and innovative companies and others.

“Conceptual proposals on the principle of management of MZD“ one house - one association of property owners - one account ”will allow residents to accumulate funds for the repair of only their home with the ability to monitor the flow of funds and targeted spending of this money,” said Kairbek Uskenbayev.

The draft law provides for the creation of a housing and utilities information system to ensure control by the owners of premises over the management body of condominium facilities and improve interaction between owners, management companies, service organizations and akimats.
