“In order to prevent the creation of financial pyramids, the Draft Law proposes to abolish housing cooperatives as a form of association of citizens, leave only housing cooperatives that are proposed to be created for the construction of only one apartment building of the complex. At the same time, the number of members of the housing cooperative shall not exceed the number of apartments in the apartment building under construction, ”said Kairbek Uskenbayev, Vice Minister for Investment and Development of the Republic of Kazakhstan.

He drew attention to the fact that, as an analysis of law-enforcement practice showed, construction companies, evading compliance with the requirements of the provisions of the Law “On Equity Participation in Housing Construction”, attract citizens' money by creating “affiliated” housing-building cooperatives. Therefore, the Draft Law provides for the improvement of the activities of housing and housing cooperatives.

According to Kairbek Uskenbayev, the introduction of new amendments will improve the relationship between the subjects involved in the management and maintenance of the condominium object, increase the transparency of management and expenditure of funds for the maintenance of the condominium object and satisfaction of apartment owners with the quality of services rendered by service providers and management companies.
