The draft law “On introducing amendments and addenda to some legislative acts of the Republic of Kazakhstan on housing and communal services” provides for the vesting of local executive bodies with additional powers.
"Additional powers of akimats are connected with the repair of facades, roofs from the local budget to give a single architectural look to the city due to the fact that these works are expensive and tenants will not be able to collect the necessary funds for these activities, as well as to improve the sustainability of housing in areas flooding. They will regulate the repair and replacement of elevators from the local budget on a returnable basis, with subsequent compensation for the costs of participants in the property owners association. In addition, the representative of the Committee on Technical Regulation and Metrology will speak on resolving safety issues of elevator mechanisms, ”said Kairbek Uskenbayev, Vice Minister for Investment and Development of the Republic of Kazakhstan.
At the same time, he noted that the changes are connected with the inclusion in the common property of the condominium object of the land plot with its registration and control in the sphere of gas, gas supply and supervision of the safe operation of hazardous technical devices at social infrastructure facilities.
