“Starting from August of this year, an influx of medical personnel began in the region. As of November 1, 2018, 97 young doctors arrived in the region, including 67 specialists to the city, to the village - 30, ”said Kostanay region akim Archimedes Mukhambetov in the Central Communications Service during a press conference on the results of socio-economic development Kostanay region in the framework of the Address of the Head of State.
As the mayor, in 2016, 80 young doctors arrived in the region, in 2017 - 105 specialists.
In total, according to the data for the 3rd quarter of 2018, 15,023 people work in the public health sector of the region, incl. 1,815 doctors
“The shortage of specialists involved in clinical diagnostic activities is 263 doctors, including 90 in rural areas, the total shortage of medical personnel is 353 people. The most urgent specialties are obstetricians-gynecologists, pediatricians, anesthesiologists-resuscitators, cardiologists, neonatologists, ”Archimedes Mukhambetov informed.
To address the issue of shortage of medical personnel, the health care management and medical organizations of the region are conducting comprehensive large-scale work.
“Arriving young professionals are provided with social support measures - payment of lifting allowances, housing allocation, rental housing payment. So, 20 doctors were allocated housing, 27 doctors were paid rent, 4 doctors received a preferential loan for housing, 8 doctors received a lifting allowance in the amount of 70 MCI from budget funds, 47 doctors were allocated lifting allowances at the expense of medical organizations, 2 doctors elevators were paid due to sponsorships under the Memorandum, ”the speaker said.
According to him, social support measures were provided to 74 young doctors for a total amount of 32.9 million tenge.
For young doctors in emergency specialties, a social package is provided. Moreover, the distribution of funds has a differentiated approach, taking into account the remoteness of the region and the severity of the personnel problem. The total amount of funds allocated - 30 million tenge.
“This measure has allowed to attract to the region for employment 24 critical deficit doctors who will work at least seven.
According to the mayor, in general, graduates of 2018, arriving in the region before the end of this year, are planned to provide social support measures totaling more than 70 million tenge.
It should be noted that many medical organizations in the framework of the wage fund are considering the issue of a fixed salary of a young specialist from 80 thousand tenge and above.
It is important that in the region great importance is attached to the institution of mentoring. For each young specialist is obligatory assigned a mentor.
Also, the Health Department of the Kostanay region began training 100 specialists in medical specialties at the expense of the local budget in the leading universities of the republic. The arrival of the first specialists in the region is expected in 2 years.
