“I am sure that in the new realities, the Assembly will continue to serve as a solid institutional support for our policy of peace and harmony. The tasks of today's session are to determine the place and role of the Assembly in the reform of the political system, to outline the vector of its further development. We proceed from the fact that the fundamental component of political modernization is the principle "we are different - we are equal", - said Head of State Kassym-Jomart Tokayev, speaking at the XXXI session of the Assembly of the People of Kazakhstan.

At the same time, political and social pluralism must not be allowed to take radical forms. All the more unacceptable is any discrimination of citizens, humiliation of their honor and dignity.

“The abolition of the Assembly's quota in the Majilis removes a number of existing issues related to the observance of democratic electoral standards. At the same time, senators from the Assembly will represent the entire set of interests of the ethnic groups of Kazakhstan on the basis of national integration and ethnic and cultural diversity. This model adequately reflects international practice and the specifics of the parliamentary system of Kazakhstan.

“In this regard, the Assembly should develop effective and transparent procedures for the selection of candidates for Senate deputies. All these issues should be reflected in the updated law "On the Assembly of the People of Kazakhstan," K. Tokayev said.
