After discussion, the Mazhilismen approved in the first reading the draft law amending the Code "On Taxes and Other Obligatory Payments to the Budget" (Tax Code) and the Law on its Enactment.

The document was developed to implement certain instructions of the Head of State Kassym-Jomart Tokayev, announced on January 11, 2022 at a meeting of the Mazhilis of the Parliament, as well as at meetings in January with representatives of domestic business.

The bill is aimed at attracting additional funds to the budget for the implementation of the socio-economic tasks of the state, as well as reducing the risk of capital withdrawal abroad, reinvesting funds in the development of production and providing incentives for the development of new deposits.

In particular, it is proposed to increase the rates of mineral extraction tax (hereinafter - MET) using a differentiated taxation approach, exemption from MET for new deposits with reference to the level of profitability.

It also provides for the abolition of privileges on dividends and their taxation, limiting the use of deductions for intangible services provided by non-resident affiliates. Another innovation is the increase in the digital mining tax rate. Norms are being introduced to regulate the issues of granting tax benefits in case of compensation for damage caused during the period of the state of emergency.

In addition, excise rates are set for tobacco products, including for the purpose of implementing the provisions of the Agreement on the Principles of Conducting Tax Policy in the Field of Excises on Tobacco Products of the Member States of the Eurasian Economic Union.

In the first reading, the Mazhilismen also approved the bill on transport issues. The bill is aimed, in particular, at the automation of transport control on the roads, the settlement of relations related to the elimination of the consequences of marine accidents, and the increase in the efficiency of investigations of derailments, accidents and events in railway transport.

It is proposed to introduce amendments and additions to 11 legislative acts. Changes will be made to the Land and Labor Codes, the laws “On Transport in the Republic of Kazakhstan”, “On Railway Transport”, “On Inland Water Transport”, “On Road Transport”, “On the Use of the Airspace of the Republic of Kazakhstan and Aviation Activities” and others. On that day, the “Good” of the Chamber also received a bill amended on energy conservation and energy efficiency. Its parliamentarians approved it in the second reading and sent it to the Senate of the Parliament for consideration.

According to the deputy of the Mazhilis Dyusenbay Turganov, during the discussion of the bill in the working group, the deputies introduced amendments aimed at maintaining the norms for monitoring water consumption and expanding the list of subjects of the State Energy Register.

The amendments of the mazhilismen will help to soften the conditions for conducting an express energy audit instead of the mandatory one, clarify the procedure for conducting preventive control without visiting the subjects of control and others.

At the initiative of the deputies, amendments were also made to the laws “On the Electric Power Industry” and “On Natural Monopolies”, which provide for the conclusion of investment agreements for the modernization, reconstruction and (or) expansion with the construction of generating plants using gas as an alternative type of fuel. The adoption of these amendments will reduce the negative environmental impact on the environment from the activities of coal-fired energy sources, the deputy specified.

Along with them, changes are made to the Law “On the special status of the city of Almaty”. The proposed innovations give the maslikhat and akimats of the city of Almaty the authority to approve the rules for operating outdoor lighting systems, installing video cameras and monitoring video surveillance in crowded places, as well as maintaining and maintaining the fountain economy of the city.

In addition, local executive bodies of the city of Almaty will receive the competence to create a special city-wide account for the overhaul of multi-apartment residential buildings.

And today, at the plenary session, the Mazhilis appointed the relevant committees the deadlines for preparing conclusions on new bills. These are amendments to the Code of Administrative Offenses and a number of legislative acts on countering the legalization (laundering) of proceeds from crime and the financing of terrorism, as well as on strengthening state regulation, control and supervision of the financial market and financial organizations, and countering the activities of financial ( investment) pyramids.

Among the new ones is the draft law amending the Code of Administrative Offenses on the issues of state control over the use and protection of land.

Among the bills received by the Mazhilis are a package of bills relating to the activities of the CSTO, as well as the Treaty on the delimitation of the Kazakh-Turkmen state border and the delimitation of adjacent sections of fishing zones on the Caspian Sea. At the end of the plenary session, the parliamentarians made a number of deputy requests to the heads of state bodies.
