The briefing was attended by ambassadors and representatives of 57 accredited diplomatic missions. Representatives of the Prosecutor General's Office, the Ministry of Internal Affairs of the Republic of Kazakhstan, and the Ministry of Justice were also invited to participate in the briefing. The event's organization was supported by the Ministry of Foreign Affairs, the OSCE, and UNICEF representative offices in Kazakhstan.

Azimova informed the participants about the measures taken to strengthen the capacity of the National Human Rights Institution, cooperation with the civil sector, and State and international organizations.

The Kazakh Ombudsman spoke about the draft laws under discussion aimed at improving the mechanism for protecting human and civil rights, as well as about the laws adopted in this area and participation in their implementation. In particular, in connection with the latter, she spoke about the work carried out in connection with the transfer of functions on migration, medical care of citizens in custody, and probation from the jurisdiction of the Ministry of Internal Affairs to the jurisdiction of the Ministries of Health, Labor and Social Protection, akimats, as well as projects implemented jointly with non-governmental and international organizations. For example, in connection with the completion on July 1, 2022, of the first stage of the transfer of the medical service from the jurisdiction of the penitentiary system (in terms of pre-trial detention facilities) to civil healthcare, E. Azimova stressed:

«The purpose of this reform is to ensure high-quality and equal access of citizens to medical services and preventive prevention of illegal actions, including in the form of torture or other forms of ill-treatment that pose a threat to health in conditions of detention».

During the briefing, the Ombudsman spoke in detail about the main directions outlined by the President of the Republic of Kazakhstan on further improvement of legislation and practice in human rights.

Following the briefing, the participants agreed to continue cooperation on the regular exchange of information and support for projects in the field of human rights, including taking into account national priorities, commitments made, positive experience of other countries, and international standards.
