Kazakhstan fully switches to the electronic format of medical services in 2019.

 This was announced at the press conference in the CCS by the Vice - Minister of Health of the Republic of Kazakhstan Olzhas Abishev.

“As part of the implementation of the instructions of the Head of State, from January 1, 2019, all clinics and hospitals will fully switch to paperless medical records. In general, starting from the new year, Kazakhstan will fully switch to the electronic format of medical services, ”he said.

Olzhas Abishev noted that as part of the introduction of paperless medical records in medical organizations, at present, 64 of the 121 forms have been converted into electronic format.

“In 674 of 727 independent medical organizations, medical documentation is conducted in electronic format. At the moment, in republican health organizations, in 12 out of 26 (47%) of scientific research institutes, National Centers, an average of 26 out of 62 forms are maintained, ”he said.

According to the vice-minister, today 99% of healthcare organizations are equipped with medical information systems up to the district level, 53% below the district level, 90.8% of workplaces of medical workers are equipped with computers, Internet access is provided up to the district level 100% below district level - 54%.

According to Olzhas Abishev, medical information systems provide for the digitalization of business processes of health organizations and the collection of necessary information for the formation of an electronic health passport.

“At the moment, 546 digital literacy posts have been created, where people are taught digital skills. The number of people trained in digital skills is about 6 million. At present, the number of users of mobile applications is 1,951,338, or 10.8% of the number of attached population. At the regional level, 10.2 million electronic health passports have been created and filled in medical information systems, ”he said.

Work continues on the development of the integration Health Platform, on the basis of which an electronic health passport will be formed.

According to the speaker, the above measures will enable medical organizations to be ready for the introduction of compulsory social health insurance.

“This will ensure increased activity of the population in managing their own health, increasing confidence in the health services, and optimizing government spending on the provision of medical care,” said Abzhishev.

The Vice-Minister also recalled that on September 14, 2017, a memorandum of cooperation was signed between the Ministry of Health of the Republic of Kazakhstan and IBM, within which a pilot project was tested on the basis of the RSE at the Kazakh Scientific Research Institute of Oncology and Radiology of the Ministry of Health of Kazakhstan Artificial Intelligence in Healthcare - Watson for oncology.

He informed that at the moment the pilot approbation was completed: in the period from August 16 to August 8, on the basis of KazNIIOR, an IBM team was formed by the IBM team. During this period, an analysis of existing business processes and clinical processes, data processing, the provision of a technical review, the selection of treated cases and nosologies for trial work were carried out. In the course of these works, treated cases were examined in 13 types of nosologies (cancer of the ovaries, stomach, lung, breast, bladder, colon, liver, esophagus, prostate, rectum, body of the uterus, cervix, thyroid).

“Speaking about digitalization of healthcare and paperless document flow, it is also worth noting the role of mobile applications in this process. The Ministry of Health has formed a single catalog of existing mobile applications in the field of health, which is posted on the website of the Republican Center for e-Health of the Ministry of Health of the Republic of Kazakhstan, ”said the speaker.
