The adoption of the document will allow to solve the problem of deterioration of heating networks and form the basis of the state policy in the field of heating transfers to ortcom.kz with reference to atameken.kz.
The issue was discussed at a meeting of the Energy Committee of the Presidium of the Scientific Production Enterprise RK "Atameken", chaired by Almasadam Satkaliyev, with the participation of Deputy Chairman of the Board of the National Chamber Eldos Ramazanov, industry associations and government agencies.
According to Chairman of the ALE "Kazakhstan Electricity Association" (KEA) Shaimerden Urazalinov, today the state has retained only the functions of energy supervision, regulation of tariff policy and the establishment of mandatory rules related to the production, transmission and distribution of thermal energy.
“The main issues of heating are not solved! Firstly, this is equipment wear at heat and power plants, boilers and heat networks. The most urgent task of eliminating excess losses is not being solved. The existing heat consumption systems in urban buildings are mostly not automated, only in small quantities are provided with heat metering devices at heat points. Most consumers connected to the central heat supply cannot independently regulate heat consumption. In addition, neither residents, nor KSK, nor SMEs see economic incentives to carry out energy-saving measures, ”said Shaimerden Urazalinov.
According to the chairman of the CEA, Shaimerden Urazalinov, the law “On Heat Supply” will determine the main legal, economic and organizational bases for the activities of all heat supply entities, will allow to consolidate the general principles of organizing economic relations in heat supply, as well as laying the foundations of state policy in this area. Almasadam Satkaliyev noted that today there is a problem of tariff formation.
“It is related to cross-subsidization, which is covered by electricity. In this regard, the energy sector has repeatedly asked to restore pricing, stimulate and develop the heat supply sector. Today, the industry faces challenges related to the gasification of the regions, the introduction of new technologies of the district heating systems, ”said Almasadam Satkaliyev
The speaker stressed that these issues should be taken into account when developing the concept of a new draft law.
In turn, Eldos Ramazanov, Deputy Chairman of the Board of the Scientific and Production Enterprise RK Atameken, noted that on behalf of the Chairman of the Presidium Timur Kulibayev, the National Palace discussed the feasibility of developing a law on heat supply at the Ministry of Energy’s site, following which the Ministry prepared the Road Map for the Concept and Law.
“It is obvious that the law on heat supply is necessary. The National Chamber together with the Ministry of Energy is actively working on this issue. We received support from the Ministry. I ask the business community to send proposals for inclusion in the draft Concept, ”said Yeldos Ramazanov.
The chairman of the Presidium of the Transparent Tariff Association of Kazakhstan, Peter Svoik, stated that the issue of the monopolists' transparency was voiced in the message of the Head of State. Adding that when developing a concept, it is important to take into account the creation of institutions and procedures that ensure the transparency of the use of funds in the operational and investment activities of heat supply entities, and improve the control over the efficiency of heat supply entities.
