About this at a press conference in the CCS, dedicated to the results of the implementation of the state program “Nurly Zher” for 8 months of this year, said the Minister for Investment and Development of Kazakhstan Zhenis Kasymbek.

“In connection with the introduction of a more affordable mortgage program“ 7-20-25 ”from the state program“ Nurly Zher ”, the task of subsidizing mortgage lending to the population was excluded. At the same time, the obligation to pay subsidies under the concluded contracts was maintained, ”he said.

As the head of the Ministry of Investment and Development of the Republic of Kazakhstan noted, the interest rate on mortgages to the population when buying a new home was reduced to 10%, since 7% was subsidized by the state, if there was a down payment of at least 30%.

It is known that the threshold amount of lending to the population was in years. Astana and Almaty up to 20 million and in the regions - up to 15 million tenge.

“The new mortgage program“ 7-20-25 ”, as well as in the previously excluded direction, does not provide for the priority in receiving loans at 7%, since equal conditions of participation are established for all citizens,” the speaker said.

According to Zhenis Kasymbek, the main criteria for the borrower's participation in the Program are the lack of housing under ownership and outstanding mortgage loans at the time of applying to the bank for a loan, as well as the availability of 20% of cash from the cost of purchased housing. Any commission in granting a loan is not charged.

However, the borrower must have a proven income sufficient to service the mortgage loan, it is allowed to attract co-borrowers.

“Loans are issued for up to 25 years. The threshold amount of lending to the population is in years. Astana, Almaty, Aktau, Atyrau, and now Shymkent - up to 25 million tenge, and in other regions - up to 15 million tenge. The operator of the implementation of this mortgage program is the mortgage organization "Baspana", - said the speaker.

Recall, according to the mortgage organization, only 2 months before the program began, 2225 applications for mortgages were received from participating banks to the participating banks, of which 1514 mortgage loans totaling 18.0 billion tenge were approved to date, the remaining applications are under consideration in second-tier banks.

“All the conditions necessary to achieve this task have been created, and measures have been taken to improve the mechanisms of the housing and mortgage program. Over the 15 years of the implementation of the Nurly Zher program, we plan to build 1.5 million dwellings, that is, 2.5 times more, or 100,000 dwellings each.
