The Law “On Cinematography” is the first law in the field of culture, which brings the field of cinematography into a separate independent branch. The Vice-Minister of Culture and Sports of the Republic of Kazakhstan, Aktoty Rayymkulova, spoke about the new law.

“This is a difficult and complicated law that will fundamentally change all existing mechanisms for the further development of national cinema and is aimed at solving three main tasks: first, to support the production of national films; the second is the provision of widespread national cinema; the third is the entry of Kazakh cinema into the international market, including through joint film production and the creation of co-production with the world's leading film companies, ”said Aktoty Raimymulova in the Central Communications Service.

In developing the Law, the most advanced legislation and the best experience of leading filmmakers, such as the USA, France, Germany, China, New Zealand, Great Britain, Canada, Russia, Korea, Romania, etc., were studied.

Aktoty Rayymkulova outlined the basic and conceptual norms of the bill.

“One of the most important components of the draft law is the creation under the Government of the Republic of Kazakhstan of the Fund for the support of national cinema in the form of a non-profit joint-stock company. The activities of this organization will be focused primarily on the accumulation and distribution of budgetary and extra-budgetary funds allocated for film production, rental, screening and further promotion of national films, ”said the Vice-Minister.

It is proposed to introduce a new model of state funding for national cinema.

“The new financing scheme has a clear gradation of films in terms of their funding. So, socially-significant films will be financed in full up to 100 percent of the estimated cost. First of all, these are children's films, social cinema, animation, debut pictures. Films of co-production or co-production will be financed to the extent stipulated by the relevant agreements on their production with foreign film companies. All the other so-called mass commercial films will be financed in part from 10% to 70% on the terms of attracting investors and private capital. When considering applications, one of the criteria for selecting a film project will be its financial security from the producer, ”the speaker explained.

Aktoty Rayymkulova stressed that the bill provides for the repayment of funds spent by the state.

“In accordance with the proposed norms, persons who received financial state support for the production of socially important films up to 100% will be obliged to make contributions to the Cinema Support Fund from rental income in the amount of 20%.

The remaining recipients will return the funds in the amount proportional to the percentage of financial support. All returnable funds will be directed by the Foundation to produce new projects, which will allow you to shoot more pictures. The specific algorithm of repayment will be approved by-law, ”the developers say.

The creation of the Unified Information System for the Accounting for Rental of Films will make it possible to form an objective picture on the film market and see the real results of film production and film distribution activities.

“Creating an information system will open up the possibilities that are absent today for systematizing the production and distribution, will allow you to track the full history of film promotion, identify successful or unsuccessful projects, apply experience in the production of new pictures,” the speaker said.

Particular attention is paid in the bill to the duplication of films in the Kazakh language for their further distribution in cinemas. More than 300 foreign films will be duplicated in the Kazakh language and will appear on the screens of cinemas.

Special attention in the draft law is devoted to the work of the State Film Fund - preservation, digitization and promotion of film collections.

“Today, the popularity of Soviet paintings, chronicles, which we also abound, is growing abroad. Therefore, we need not only to ensure the safety of film funds, but also to work to earn income, ”we are convinced in the MIC.
