In just a few years, the share of national cinema at the box office has almost doubled.

The Vice-Minister of Culture and Sports of the Republic of Kazakhstan, Aktoty Rayymkulova, told about this at a press conference in the CCS.

“In just a few years, the share of national cinema at the box office has almost doubled from 6% in 2014 to 12.5%. Over the past three years, 20 art, 67 documentary, and 4 animated paintings have been produced by order of the ministry. All of them, about the history of the country, culture, traditions, modern achievements, historical figures, “heroes of our time,” she said.

The Vice-Minister noted that for the first time in the history of Kazakhstan, the cinema of Kazakhstan purposefully went into international distribution.

“What to hide, we used to confine ourselves only to one-off shows at international festivals and competitions, today, thanks to the creation of co-production, the Kazakhstan-Russian motion picture film“ 28 Panfilovs ”, which became the leader of the Russian hire in 2017, gained wide international recognition; The film “Amre”, shot together with the Hollywood companies, took place with great success. According to the vice-minister, thanks to the support of the Head of State in accordance with the instruction voiced at the opening of the third session of the Parliament of the sixth convocation, for the first time since independence, a draft law of the Republic of Kazakhstan “On Cinematography” was developed.

“This is the first Law in the field of culture, which brings the sphere of cinematography into a separate independent branch. In general, this is a complex and difficult Law that will fundamentally change all existing mechanisms for the further development of national cinema and is aimed at solving three main tasks: the first is to support the production of national films; the second is the provision of widespread national cinema; the third is the entry of Kazakh cinema into the international market, including through joint film production and the creation of co-production with leading world film companies, ”the speaker said.

Also, according to the vice minister, one of the most important components of the draft law is the creation of the National Cinema Support Fund under the Government of the Republic of Kazakhstan in the form of a non-profit joint-stock company.

The activities of this organization will be directed primarily to the accumulation and distribution of budgetary and extra-budgetary funds allocated for film production, rental, screening and further promotion of national films.

This is an international practice, such organizations operate in almost all leading filmmakers countries. One of the main tasks of the Foundation will be the consideration and selection of film projects based on the results of an open competition. All independent film studios and production centers will be able to take part in the pitching.

In addition, according to the speaker, it is proposed to introduce a new model of state financing of national cinema. Today, almost all paintings are funded in full, including their rental. Accordingly, this seriously limits the number of pictures produced, as well as their commercial promotion in the market, since the producer, producer, and creative team have already received all their fees during production.
