Ministry of Interior with human rights defenders launches projects "Reception for citizens" and "Working time schedule"
The implementation of this idea is envisaged in the framework of the project “Reception for citizens”, which was launched by the Ministry of Internal Affairs after analyzing and monitoring the situation by the Project Office created for the modernization of the internal affairs bodies
Recall that in the Ministry of Internal Affairs to develop effective and efficient working methods from October 2017 within the framework of the European Union’s project “Improving the criminal justice system in Kazakhstan” a “Project Office” was launched to modernize the internal affairs bodies. Specialists from various departments of the Ministry of Internal Affairs participate in its work. Kazakhstan and human rights defenders, as well as international experts and experts in the organization of police work, who worked in the law enforcement agencies of Germany, Barbara Angers, Veliko ritanii - Bill Mazer and Northern Ireland - Thomas Peterson.
Now the Office has 24 projects, of which the ministry has already begun to implement the front office project of the police "Reception for citizens" and the project "Efficient Police: rational regulation of working time"
“The main focus of the“ Citizens Reception ”project is customer focus in the work of the duty units of the internal affairs bodies, and it is at the implementation stage in regional offices. This is the order that was given by Minister Kalmukhanbet Kasymov to the heads of the Department of Internal Affairs following the results of the Collegium of the Ministry of Internal Affairs for the first half of this year. Considering the need for additional expenses in the regions, it was entrusted to implement the project within one year, ”the department informed.
First of all, the project is planning to create comfortable conditions for the reception of citizens in the duty units and their detailed consultation, given that less than a third of the visitors make allegations of offenses, while the rest need different advice.
“The draft“ Working Time Schedule ”is aimed at effectively performing the functions of the police service while observing the temporary work regulations, eliminating the causes and conditions that adversely affect the use of human capital. This project will also analyze the workflow of employees and determine the possibility of saving costs to increase their salaries, ”the press service of the department said.
“In addition, the shortcomings of the document flow, the number of different forms of reporting in the internal affairs bodies, the economic effect of adherence to the temporary regulations, the state of psychological burnout of the employee and his“ separation ”from the family, etc. will be examined,” the Ministry of Internal Affairs added.
The Ministry is planning to implement a three-month pilot project “Working Time Schedule” in the Akmola region, where representatives of the Ministry of Internal Affairs project office will be sent, experts, workflow specialists, analysts and economists will be involved.
