In the field of security activities, the Ministry of Internal Affairs retained only the protection of especially important state and strategic facilities.

Everything else was transferred to the competitive environment, as well as the mandatory technical inspection of vehicles, the Minister of Internal Affairs of Kazakhstan, Kalmukhanbet Kasymov, said at a press conference in the CCS.

“We have undergone reforms and our two large services, the road and patrol police. Across the vertical, their units are combined into a single service, providing both public safety and road safety (2013), ”

- said Kalmuhanbet Kasymov.

According to him, the penitentiary system, previously located in the structure of the judiciary, was transferred to the Ministry of Internal Affairs. This was due to the urgent need to stabilize the criminal situation and establish proper order in correctional institutions (2011).

As the Minister of Internal Affairs noted, the functions of documentation and registration of the population were returned to us from the jurisdiction of the Ministry of Justice - this was in 2011. And within the framework of the public administration reform carried out in 2014, the functions and powers of the abolished Ministry of Emergency Situations were transferred to the Ministry of Internal Affairs.

Since January 2016, the Local Police Service has been established and is functioning in the country, which includes district police inspectors, juvenile affairs units, school inspectors, as well as road patrol police units.

This made it possible to increase the responsibility of local executive bodies in ensuring the protection of public order in the regions, as well as the creation and development of a system of prevention at the local level.
