“We carried out the main work to identify the causes of failures in the supply or issue of free medicines. They have accumulated in our system. One of the reasons was that there was an incorrect drug planning system at the local health departments, in polyclinics, i.e. it did not take into account the actual number of patients, the flow of patients from one medical institution to another. Also, the factors that trade names of drugs are changing were not taken into account, ”said Yelzhan Birtanov, Minister of Health of the Republic of Kazakhstan, during a press conference in the Central Communications Service.
According to the minister, the medicines are reregistered annually and regularly.
“In this connection, there were facts of incorrect planning, when the regions either re-order the drugs, and they are in their remains in large quantities, or end early, which was noticed by us at the end of last year and in previous years regularly,” said he.
The head of the Ministry of Health noted that currently work is being done on informatization - all clinics are switching to an electronic work format.
“Already, we can see all categories of patients in the order of 55 diseases for which there is free provision and applications are already taken into account for specific patients,” the minister said.
As Yelzhan Birtanov noted, the second problem is underfunding.
“Local budgets were financed on the basis of their own abilities and there simply was not enough medicine. Last year we saw a deficit of about 60 billion tenge. As a result of open and transparent tenders, they saved 24 billion tenge, which was aimed at covering this deficit, ”the speaker informed.
The Minister said that taking into account the digitized data of patients, taking into account the residues, an additional application company was conducted. These applications were confirmed by regional akims and with this in mind, the necessary additional volumes were purchased.
“More drugs are supplied to the regions than they are currently disposed of. We see the results on the balances. For each position, we consider complaints coming from the public. If there is a shortage for some positions, then we quickly resolve these issues, ”he said.
According to the minister, the main reason for the emergence of new patients, or in connection with the relocation of patients from one polyclinic to another.
“Often doctors do not prescribe these medicines under the correct name, and we buy medicines according to international names. It happens that because of this, a person expects this medicine, but it seems to be not, but in fact there is an analogue of adequate quality — they simply cannot take it out normally, ”he said.
