Two main reasons may be noted: First, developers in 90% of cases sell housing during the construction phase, prior to commissioning. Second - private developers prefer to build commercial housing in the cities of Astana and Almaty, while not going to the regions. In the regions, construction is supported by funds of akimats, within the framework of already existing state programs. According to the results of our study, in July about 3 thousand apartments in the country met the conditions of the “7-20-25” program. Of these, the population has already bought half of the apartments according to our program. There are only fifteen hundred apartments left. This is a very small amount, ”said Kairat Altynbekov, Chairman of the Board of JSC Mortgage Organization Baspana.
In this regard, as Kairat Altynbekov noted, in order to increase the number of proposals for primary housing, especially in the regions, Baspana local authorities will allocate 150 billion tenge for the construction of houses under the 7-20-25 program. The mechanisms are worked out with akimats. “The allocated funds will turn around on a revolving principle every 2 years. Since akimats are already working according to this scheme in the framework of the Nurly Zher program, we see no difficulties in implementing the financial mechanism, ”added Kairat Altynbekov.
According to him, at present, 20 billion tenge has already been allocated to the akimat of Shymkent for the construction of 500 thousand square meters of housing under the program "7-20-25."
