“At the same time, 85% of those who drowned are registered since the beginning of the swimming season. Since the beginning of the bathing season, the Ministry of Internal Affairs, together with akimats and interested bodies, carried out a whole range of practical and preventive measures. Rescuers organized the duty of mobile rescue posts of the CoES on dangerous and unguarded areas of water bodies (spontaneous beaches), ”Deputy Minister of Internal Affairs of the Republic of Kazakhstan Yury Ilyin told a press conference in the CCS.

He noted that DFS, along with akimats, identified prohibited places for swimming, on which prohibition and warning signs were installed. Object rescue posts have been created on private beaches at the expense of public rescuers who have been trained in the CSF units.

According to Yury Ilyin, volunteer organizations were involved throughout the country to carry out preventive work, and an appropriate schedule was approved with the youth wing of Zhas Otan.

“In total, over 2 thousand volunteers were attracted, who took part in carrying out 330 actions, distributed 123 thousand campaign products,” he said.

The local police service, as the speaker noted, actively carried out work on carrying out road activities in places of mass recreation on water bodies and natural beaches (unequipped areas of water bodies prohibited for swimming) to observe the rules of behavior in public places by holidaymakers near water bodies (preventing citizens from drinking alcohol and bathing citizens in forbidden places).

“During the bathing season, over 8,000 raids were held, 2.5 thousand people were brought to administrative responsibility for violating the requirements of article 440 of the CAO“ Violations of Rules for Staying in Public Places ”and 364 of the CAO“ Violations of the Rules for General Water Use, ”the speaker informed .

As Yury Ilyin informed, despite the measures taken, on the reservoirs not intended for swimming, the facts of death of people were recorded. At the same time, 85% drowned registered since the beginning of the swimming season.

“It is necessary to note the irresponsible attitude of individuals to their lives and the lives of loved ones, who, despite adverse weather conditions, ignoring the demands of rescuers and local police officers, did not get out of the water,” he stressed.

In this regard, taking into account the growing tendency of death in water bodies, a corresponding order was sent to the regions to increase preventive work directly in rural areas and to conduct patrols of wild beaches.

The Deputy Minister of the Ministry of Internal Affairs of the Republic of Kazakhstan also noted that the main causes of death in the country's water bodies were: 1) underestimation of one's own forces, falling into whirlpools, a strong current, extremity convulsions of bodies (221 people, including 51 children); 2) non-compliance with the rules when fishing (25 people, including 2 children); 3) children fall into the water as a result of leaving children unsupervised near reservoirs (21 children); 4) inability to swim (12 people, including 14 children); 5) bathing while intoxicated (8 people); 6) when riding a boat (7 people, including 1 child); 7) while rescuing a drowning man (6 people, including 1 child).

The vast majority of those who drowned while bathing are registered in places not suitable for bathing.
