The Ministry of Energy of the Republic of Kazakhstan, on behalf of the Head of State, established an objective level of tariffs for the production of electric energy, as a result, the instructions of the Head of State were provided by the Ministry of Energy on November 7 of the current year.

“From January 1, 2019, the“ electric power market ”will start functioning in Kazakhstan. The cost of electricity will be divided into the tariff for power and electricity tariff. The system of payment for electricity for retail consumers (the population) will remain unchanged, i.e. as now, payment will be made on metering devices for consumed electricity. In order to reduce electricity tariffs on the sum of two components (the cost of electrical energy and cost of power), the Ministry of Energy has done a lot of work to introduce the electric power market, ”said Sungat Yesimkhanov, Vice Minister of Energy of the Republic of Kazakhstan.

According to him, at the first stage, the regulatory framework is aligned. The Ministry made changes to the "Rules for approving the marginal tariff for electricity, the marginal tariff for balancing electricity and the marginal tariff for the service to maintain the availability of electrical power." These changes were made for:

\ - adjustments to the criteria for the formation of groups of energy-producing organizations;

\ - changes in the formula for calculating the marginal tariff for the service for maintaining the availability of electrical power;

\ - a clear regulation of the cost of electricity production, taken into account when forming the marginal tariffs for electricity.

By the Order of the Minister of Energy dated November 29, 2018 No. 474, the previously approved limit value of the power tariff was changed - it was reduced from 700 to 590 thousand tenge per 1 MW.

The Vice-Minister of Energy said that with the adjusted tariff rate for capacity, the first in Kazakhstan centralized trading in electric capacity was held. At the end of the bidding, a reduction in the price of power was obtained by 9% of the limit value.

Meanwhile, in accordance with the changes in the regulatory framework, the order of the Minister of Energy of December 5, 2018 No. 476 approved groups of energy-producing organizations, where each energy-producing organization is defined as a separate group. These measures will eliminate the establishment of high tariffs for individual producers of electrical energy.

In order to reduce the cost of electrical energy, the Ministry carried out work on analyzing the costs of generating electrical energy, heard all energy producing organizations selling electric energy and carried out jointly with interested government agencies to check individual energy producing organizations for the power industry.

The results of the work carried out are submitted for consideration by the Working Group with the participation of the Presidential Administration, the General Prosecutor's Office, state bodies and the National Chamber of Entrepreneurs.

During the meeting, the approach of the Ministry of Energy was conceptually supported. According to the results of the work carried out on December 14 of the current year, an order was adopted “On approval of marginal tariffs for electric energy”.
